We meet Barton Aygrad, the burger Fool, as his store is demolished during the building of Utopia Park on Paris Island. We are introduced to Governor Samuel Winter and the Fantastegist, Utopia Park designer. The owners of Lucky Cola seek out the Blood Syndicate to be their new spokesmen. We see Mayor Jefferson get pressured to push Utopia through to completion. We see the change Utopia is bringing and the foreshadowing of violence to come.
